L'Assemblée populaire nationale (APN) a adopté, mardi 1er décembre, le projet de loi de finances et le budget de l’Etat pour 2010. Pour l’année prochaine, l’Algérie prévoit des dépenses de 5.860 milliards de dinars, dont 2.838 milliards pour le fonctionnement et 3.022 milliards pour l'équipement.
Le budget 2010 prévoit aussi un taux de croissance prévisionnel du PIB de 4% (5,5% hors hydrocarbures) contre 2% (9% hors hydrocarbures) en 2008, un prix moyen du baril de pétrole de 37 dollars – le même qu’en 2008, un taux d'inflation de 3,5% contre 6% en 2008, et des importations de près de 37 milliards de dollars contre près de 40 milliards de dollars en 2008.
Mais le chiffre des achats à l’étranger reste élevé, confirmant la persistance de la dépendance de l’économie nationale à l’égard des importations. Cette situation est gérable grâce au maintien des prix du pétrole à un niveau élevé. Mais en cas de très forte chute de ces derniers, l’Algérie pourrait rapidement se retrouver dans une situation difficile.
Le texte devrait être soumis au Conseil de la Nation pour adoption avant d’être signé par le président Abdelaziz Bouteflika au plus tard le 31 décembre à minuit. Les nouvelles dispositions de la loi de finances entreront en vigueur le 1er janvier 2010.
Selon le FMI, pour la première fois en dix ans, l’Algérie affichera en 2009 un budget en déficit. Un déficit qui pourrait atteindre le record de 8,4% du PIB. En 2008, l’Algérie avait dégagé un excédent budgétaire de 8,1% du PIB.
