L'Agence spatiale algérienne (Asal) devrait signer au plus tard avant la fin du mois un contrat avec la Compagnie algérienne des assurances des transports (Caat) portant assurance du deuxième microsatellite national Alsat 2A. Le marché vient d'être provisoirement accordé à la Caat pour un montant total de 469,6 millions de dinars.
Ce montant couvre une période de 6 mois, selon le communiqué de l'Asal rendu public à cet effet. Avec la signature ce contrat, c'est le programme spatial Alsat 2 qui prend de l'importance après son lancement en 2006. Nos tentatives de joindre les responsables de l'agence pour plus de précisions n'ont pas abouti. Pour rappel, l'Asal a organisé dans ses locaux un atelier international dont le thème était «La maîtrise des risques en assurances spatiales».
Au terme de cette journée d'étude organisée le 10 février 2008, en collaboration avec plusieurs compagnies d'assurances, dont la Caat, il a été recommandé «la nécessité d'une bonne préparation du dossier d'assurance du système spatial en précisant ses caractéristiques aux assureurs nationaux afin d'identifier les risques et les aléas devant figurer dans la police d'assurance», précise-t-on dans le n°9 (août 2008) de la Lettre de l'Asal.
Tout compte fait, la signature du présent marché d'assurance avec la Caat est un prélude au lancement du microsatellite algérien Alsat A2. Initialement, la mise en orbite de cet engin a été prévue avant la fin 2008 suivant les termes du contrat de sa création. La construction a été confiée, en février 2006, à EADS Astruim, filiale française de l'EADS, groupe européen spécialisé dans les systèmes spatiaux civils et militaires, avec la participation de 29 ingénieurs algériens. Une fois mis en orbite, Alsat 2A remplacera l'actuel et unique satellite algérien Alsat 1.
«Le satellite algérien Alsat 1 est le premier d'une série de 5 microsatellites à lancer (…) pour la période de temps de 2002-2005. L'objectif de la mission est de fournir des images multispectrales de résolution moyenne pour la surveillance des catastrophes naturelles ainsi que pour d'autres applications thématiques de la télédétection», rappelle l'agence sur son site internet. L'exécution de ce plan accuse un grand retard : sur les 5 microsatellites prévus, un seul est en exploitation.
Le premier engin spatial algérien a été conçu dans le centre spatial SSTL, au Royaume-Uni, avec la participation de 11 ingénieurs du Centre national des techniques spatiales (CNTS) d'Arzew, au titre d'échange et de transfert de technologies. Mis en orbite le 28 novembre 2002 par le lanceur Cosmos 3M à partir de la base de lancement russe de Plesetsk, Alsat 1 a commencé véritablement à fonctionner à partir du 17 décembre de la même année. Les premières images transmises ont été reçues ce jour-là au CNTS d'Arzew. Techniquement, ce premier microsatellite est mort le 28 novembre 2007 puisque il a été conçu pour une durée de vie de 5 ans.
Selon les ingénieurs, Alsat 1 continue à fonctionner normalement et il pourra être encore opérationnel pour quelque temps en attendant son remplacement. Une fois Alsat 2A lancé, très probablement au cours de cette année, l'Asal se fixera sur une nouvelle étape décisive dans la mise en œuvre du programme spatial national (horizon 2020) doté de 80 milliards de dinars.
En fait, les 29 ingénieurs du CNTS, qui ont suivi de près la naissance d’Alsat 2A, devront concevoir, sans assistance étrangère, le satellite 100% algérien déjà baptisé Alsat 2B. Ce dernier sera créé dans les locaux du Centre de développement des satellites (CDS) de Bir El Djir (Oran). La pose de la première pierre pour la construction du CDS a été faite par le président de la République le 16 décembre 2008, précise-t-on dans le n°10 (février 2009) de la Lettre de l'Asal.
